MOFA Attestation Explained: A Step-by-Step Guide for Expats
Translation and attestation get confused constantly, and understandably so, since most official documents need both. They're not the same thing, and doing them out of order is one of the most common (and most avoidable) reasons a submission gets sent back.
Translation vs. attestation: what's the difference?
Translation converts your document's language so it can be read and legally used in the UAE. Attestation is a chain of official verifications confirming that a document (and the authority that issued it) is genuine. A translation can be perfect and still be useless if the underlying document hasn't been attested in the order the receiving authority expects.
The typical attestation chain
For a document issued outside the UAE, attestation generally moves through:
- Home country authentication: a notary or relevant ministry in the issuing country confirms the document is genuine.
- UAE Embassy/Consulate attestation: in the issuing country, confirming recognition on the UAE side.
- MOFA (UAE Ministry of Foreign Affairs) attestation: the final UAE-side confirmation, often done digitally through MOFA's platform once the document is already in the UAE.
- MOJ attestation of the translation: once translated, the translation itself is certified by a Ministry of Justice-licensed translator, and in some cases the translation is separately attested.
The exact chain depends on the document type (educational certificates, marriage/birth certificates, and commercial documents each have slightly different requirements) and the receiving authority's rules.
Where people get stuck
The most frequent issue we see is documents arriving for translation before the underlying attestation chain is complete, which means the translation has to be redone once attestation is finished, because MOJ-certified translations must attest to the document as it exists, seals included. Getting the order right the first time saves real time and cost.
